Redwater tackles off-highway vehicle concerns

This week, Monday’s Municipality Matters focuses on Bylaw Services to address a

recurring complaint regarding the responsible use of Off-Highway Vehicles (OHVs)

within the community. The Alberta Traffic Safety Act allows municipalities to enact a

bylaw to permit OHV operation on municipal maintained roads and public property. The

Town of Redwater has allowed their use within a specific set of criteria, as outlined in

section 12 of their Traffic Safety Bylaw.

The Town of Redwater understands the importance of accommodating recreational

interests while maintaining community peace and safety within the community. The

approach to Off-Highway Vehicle (OHV) use is guided by a commitment to balancing

these priorities. Redwater recognizes the desire for recreational OHV use among its

residents; as a result, municipal bylaws permit OHV operation within the town, allowing

for responsible recreation within specified criteria. When these regulations are not

followed, they affect others’ ability to quietly enjoy their space.

Operating off-highway vehicles (OHVs) within our community comes with the

responsibility of being community-minded. This means considering the impact of your

actions on fellow residents. Here are some important considerations to ensure that your

recreational use of OHVs does not impact others and allows everyone to enjoy these

recreational opportunities.

As discussed, several weeks ago, there are certain authorities that the Bylaw

Enforcement Officer has and does not have. They do not have the authority to conduct

traffic stops. If witnessing unsafe or illegal OHV activities, contact the local RCMP.

Municipal bylaws govern the use of off-highway vehicles, but certain enforcement falls

within RCMP jurisdiction. During an emergency, residents may call 9-1-1, or for non-

emergency situations, call 780-942-3600.

The Town of Redwater acknowledges the importance of balance and partnership in a

town bylaw regarding the use of off-highway vehicles. By including this in the bylaw, the

authority is given to the RCMP, allowing for a balanced approach to enforcing

regulations. Without this inclusion, enforcement would fall back to the Alberta Traffic

Safety Act, requiring OHV users to trailer out of town. The main focus is on balancing

recreation and opportunity with the protection of community peace, emphasizing

responsibility and respect.
